European Commission is developing a draft decision that will require
financial institutions that own frozen Russian assets to transfer part
of the profits and use it to restore Ukraine.
The European
Central Bank, Berlin, and other unnamed capitals "called for further
reflection on these ideas" because "the legal risks are too high."
"It opens a can of worms," a German official describes the European Commission's plan.
